Major Functions of the Department of Foreign Trade & Economic Cooperation of
Shandong Province
Directly under Shandong Provincial Government, Department of Foreign Trade &
Economic Cooperation of Shandong Province (ShandongDOFTEC) is in charge of the
affairs concerning foreign trade and economic cooperation of the whole province.
Major functions of Shandong DOFTEC are as follows:
1. Implementing state policies, laws and regulations concerning foreign trade,
foreign investment and foreign economic cooperation, and making research into,
formulating and implementing local laws, regulations and policies of Shandong
Province concerning foreign trade and economic cooperation.
2. Making research into and formulating medium and long-term planning and
development strategy of the province’s foreign trade; drawing up and
implementing the yearly control target of foreign trade; implementing the policy
on invitation to tender for import and export quotas, and administrating import
quotas jointly with the department concerned; examining and submitting to higher
authority projects of foreign trade development fund of the central government,
and administrating the provincial foreign trade development fund jointly with
the provincial department of finance; making research into and popularizing the
new types of foreign trade; guiding the affairs concerning the anti-dumping,
countervailing and safeguards; guiding and coordinating Shandong enterprises’
response to anti-dumping cases posed by foreign countries.
3. Making research into and formulating the planning and development strategy on
attracting foreign investment to Shandong; guiding and coordinating investment
promotion works of the whole province; examining and approving contracts and
regulations of foreign-invested ventures, as well as processing-trade projects;
supervising and inspecting the implementation of related laws, contracts and
regulations by foreign-invested ventures; guiding and administrating the
importation and exportation by foreign-invested ventures; and, coordinating and
resolving problems arising from foreign investment.
4. Making research into and drawing up planning on foreign technology trade, and
formulating policies and measures on encouraging exportation of products,
technology and sets of equipment; administrating technology importation,
equipment importation and exportation and international tendering, and
administrating the technologies which are restricted or banned for exportation
by the state, and exportation and re-exportation of imported technologies.
5. Drawing up provincial development planning on foreign economic and
technological cooperation, overseas investment and international trade in
services; daministrating and supervising such businesses as foreign engineering
contracting, labor service, designing and consulting; administrating overseas
enterprises and representative offices established by Shandong Province;
coordinating the administration of national foreign-aid projects undertaken by
Shandong, inter-governmental economic and technological cooperation projects, as
well as gratis assistant projects of UN and foreign private organizations.
6. Implementing national policies and administrative measures on processing
trade jointly with concerning departments; checking and approving processing
trade businesses within the administrative power of the province; offering
macro-guidance to processing trade.
7. Examining, reporting to high authorities and registering the enterprises’
power on engaging in foreign-oriented businesses; reporting to high authorities,
examining, approving and administrating representative offices in Shandong
established by foreign businesspeople or businesspeople from Hong Kong, Macao
and Taiwan; guiding and administrating various foreign economic and trade
business talks, fairs, exhibitions and expositions organized by foreign
businesspeople in Shandong; examining and approving visiting business
delegations to foreign countries and regions within the power authorized by the
provincial government; checking, approving and reporting to higher authorities
the international transport agency qualification of Shandong’s enterprises.
8. Making research into and drawing up planning and development policies for
economic and technological development zones, export processing zones and free
trade zones; coordinating, guiding and administrating the works of economic and
technological development zones, export processing zones and free trade zones of
the whole province.
9. Making research into and drawing up planning on the reform of foreign
economic and trade system, and offering guidance to the reform of state-owned
foreign economic and trade enterprises, as well as the work of chambers of
commerce and associations in the field of foreign trade and economy.
10. Implementing foreign economic and trade policies specified for cooperation
with various countries and regions; carrying out economic and trade cooperation
with sister provinces (states, counties) and cities all over the world, and
promoting the economic and trade exchanges with international economic
organizations; and, guiding and administrating the province’s economic and trade
cooperation activities with countries which haven’t established diplomatic
relationship with China.
11. Guiding the establishment of the ranks of the province’s foreign trade and
economic undertaking, as well as the education and training programs for foreign
trade and economic professionals.
12. Undertaking other affairs assigned by the Party Committee and Provincial
Government of Shandong Province.
