Echoing the national strategy of scientific development, Qingdao is speeding up the transformation of economic growth mode, continually improving the independent innovation capacity and opening wider to the outside world, in order to build a prosperous and harmonious modern international metropolitan.

The city welcomes friends from home and abroad for sightseeing, for extensive investment and business cooperation activities, and to share the cake of economic and social development.

Foreign investment is encouraged into advanced manufacturing sector, the establishment of head quarters and R&D centers in Qingdao, as well as into such modern service projects as those of banking and insurance, convention and exhibition, logistics, tourism and amusement, culture creative and agency service.

Service outsourcing industry will be vigorously developed. Enterprises are majorly encouraged to host offshore international service outsourcing projects. Special fund will be set up to support enterprises engaging in service outsourcing projects, cultivation and introduction of talented people, construction of cooperation platform and investment promotion for service outsourcing projects, so as to forge Qingdao into a first-class service outsourcing base city at home and abroad.

2. Tax for income acquired from the following businesses will be exempted or reduced: management of agricultural, forest, animal husbandry, agricultural sideline product and fishery projects; investment in and management of public basic facility projects which are supported by the state; management of environmental protection, water-saving and energy conserving projects which meets the legal conditions; and transfer of technology which meets the legal conditions.

3. For small-scale low-profit enterprises which meet the legal conditions, the income tax will be reduced and levied at a rate of 20%.

4. For new- and high-tech enterprises which are supported by the state, the income tax will be reduced and levied at a rate of 15%.

5. For foreign-invested projects which are in the encouraged category in the state’s newly promulgated Catalogue for the Guidance of Foreign Investment Industries, the imported self-use equipment within the value of total investment will be exempted from tariff and import-related added value tax, except for those in the Catalogue of None-Tax-Free Imports for Foreign Investment Projects.
